GM Cost Panel — shadow meter (§16)

Every DM call runs on the host's Claude Code subscription (flat-rate). This panel shows what the same usage would cost at API rates — the instrument that says when a direct-API, multi-tenant backend becomes the economical choice. The shadow figure is computed from raw token counts × the editable price card below; the CLI-reported cost is stored alongside as a cross-check.
